The Redmi Note 11E Pro Android 12 Update

So I see that the VEUX model has received android 12 update under version 13.0.1.0 but the current ROM version is 13.0.7.0 does that mean that would will have to reinstall to get the update?

No. Version number is meaningless when it's a newer Android version.
