is it possible to return to a lower rom that is still under android 9? ex: i m in MIUI 10.2 8.11.29 / 30 ,, then I come back to MIUI 10.2 8.11.15 ?? I'm with mi 8, I do not want to block my phone because of the RollBack protection

11: 15 and 11: 29 are both Android 9 so I think you would be fine/safe. Or someone else must have a different opinion..

for me roollback is only if i want go pass from android 9 to android 8 but not for android 9 to android 9

No need to worry,
downgrade from 29.11 to 15.11 is just fine.
