I have one tricky question.
I have:
Redmi Note 9
MIUI Global Stable V12.5.6.0(RJOEUXM)
Model: M2003J15SG

Can I safety flash this phone to V13.0.2.0.SJOMIXM (MIUI12) from mi.com site via flasher? Becouse OTA download only V12.5.6.0(RJOEUXM).

MIUI 13 is also available for Global EEA ROM. V13.0.3.0.SJOEUXM

Both ROMs are for the same device.
SJOEUXM = Global ROM for the EU market
SJOMIXM = Global ROM international

Both ROMs are for the same device.
SJOEUXM = Global ROM for the EU market
SJOMIXM = Global ROM international

So if there is no difference in the device, why I can't flash my phone to global if I'm from Poland and use this phone in Poland?

Both are Global. Why do you want to install an international ROM? I do not see reason.
You can install SJOMIXM = Global ROM international but it's not that easy.
1. unlock bootloader (all user data will be erased)
2. Install the ROM using Miflash
3. lock the bootloader

Now I have MIUI Global Stable V12.5.6.0(RJOEUXM) but on mi.com for Redmi Note 9 available are:
V13.0.3.0.SJOEUXM（MIUI12）EEA
and
V13.0.2.0.SJOMIXM（MIUI12）Global
So I want to install newtest and better (IMO) V13 in stead of V12

BTW
I know RedmiNote9 is on MTK so can't install xiaomi.eu rom

EEA ROM is newer.
I will advise you. Knock it off..

I guess we don't understand each other.
You can install V13.0.3.0.SJOEUXM instead of V12.5.6.0 (RJOEUXM).
You cannot install V13.0.2.0.SJOMIXM instead of V12.5.6.0 (RJOEUXM) through the Updates app.
