Probleme Installation TWRP on Poco F3

I have a problem to install the TWRP Bootloader on my Poco F3 via windows 10.
The problem is the following:
If I am using the command "fastboot flash.." Window shell repeats the answer:
""Der Befehl "fastboot" ist entweder falsch geschrieben oder konnte nicht gefunden werden""
How can or should install the TWRP Tool on my cellular?
Any help will be appreciated.

stock ROM and locked bootloader? I suppose....
Anyway we do NOT use TWRP here at EU ROM.

you are not in the path where you have installed fastboot.exe
