Problem With Fastboot

So basically, my problem is when i try to run fastboot.exe i get an error "ibwinpthread-1.dll is missing from your computer" any idea how i could fix that because i cannot install twrp because of this

Post 19, adb drivers And twrp. Remember you have yo put the twrp on adb folder
