Is Possible To Install Eurom Without Unlocking Oem?

Hello guys,

I tryed many ways to install and fix the Google Play error 963. But it never works. I know that this 963 error is cuz there is the oem unlock.

So do you think that i can install a EU rom without unlock oem? If oem un lock i can't install twrp, i suppose.

Any ideas?
