I need help. Provision keep stopping

What ca I do, i cant even go to my home page. It keeps appearing to my fone. Is any body help please how to solve this issue. Thank you.

Try "clear all data" app Provision > reboot device

I already try to reboot but still same thing is appearing. I cant go to the home page of my phone.
