In that case, I can't help you any more. You will probably have to use the services of someone who will try to install the ROM via EDL (service or online services that have an authorized Xiaomi account).

How to unlock bootloader given the modem firmware is broken?? To add account into Mi Unlock status would need to turn-off the wifi and add the device using mobile data. You cannot get mobile data because modem firmware is broken, then you cant fix the modem because the bootloader is locked?

Yesterday I unlocked and flashed my Houji (previous EEA) with HyperOS 2 stable ROMs from xiaomi.eu. Everything went well and when booting up the system he asked me if I wanted to activate the previously used eSIM, to which I agreed and everything went well. I haven't had any SIM/eSIM problems and so far everything is working flawlessly.
