Flashing Rom without unlocking bootloader?

Is there a way to flash the Xiaomi.eu ROM for the Mi 9T Pro without unlocking the bootloader?
I received it just today and don't really like waiting a week for the bootloader to unlock.

Within locked bootloader state you are only allowed to refresh the official rom you have without issue.
But check its state at receipt because it can be already unlocked by seller.
