If there is an update, you are free to apply it if you want, or continue with the old version.

You can update without doing a fresh install, the process is very similar to a new install : you will need to use TWRP (if available) or fastboot (it is not as fluid as an official ROM).

If you install the version 1.0 of the ROM when the 2.0 is available for your phone, the 2.0 is meant to be the update, you will not get newer 1.0 versions.

It will be an old version of the ROM, with an unlocked bootloader, so Google Pay and many apps expecting a locked bootloader may not work without modifications.
