Documents app is always disabled when rebooted.
Turning off developer option MIUI optimization enables it.
However, if developer option MIUI optimization is off, go to Settings -- Other accounts and pick a google account will cause 'Settings' to hang or crash.
Looks like turn off MIUI optimization also disturb other configurations in addition to enable 'Documents' app.
Have this problem from multiple versions of ROM eg stable 7.5.1, 7.5.2, and xiaomi.eu 6.7.7
