Can i use Google Circle to search on Xiaomi.EU Rom?

I use this feature often, is this feature available in the xiaomi.eu rom? If not, I will install taiwan rom.

Not true. I have a xiaomi 14, came from global which had circle to search but the newest houji rom doesnt have it.

Yes it does. It's your choice whether to enable it or not from Home settings -> System navigation.
