Burning Fastboot ROM will it preserve data and installed app ?

I used to older Xiaomi where I could upgrade firmware using twrp or updater, using so called recovery ROM.

But for Redmi note 9 pro I could only install using Fastboot ROM. My question is what will happen if I install a new version of the same ROM series ? Will it preserve old data or every time fastboot will always wipe data and wipe previously installed app ?

First installation will wipe all data.
Updates will not
