EDL flashing for Chinese models in Poland can be done through Xiaomi's service https://micenter.pl/. It recently cost them around $150. As far as I know, they don't do it remotely—you have to bring the phone to them. It also requires providing the phone's IMEI number beforehand so they can get permission from the Chinese service to flash the EDL.
