Screen recorder missing MIUI 13 POCO F4

I have a POCO F4 with the latest Xiaomi.eu MIUI 13 release. There is no Screen Recorder app which I'm reading is a system app and should be built in, and when trying to download and install APK it tells me it's a system app and I cannot install. Am I doing something wrong or misunderstand things? Is it a bug?

We have the Screen recorder app on all of our ROMs, so not sure what this is about.

Exactly, that's what I thought. What should I do? Flash the latest ROM again?
