Old Mi account, 360h rule applies?

Hi, I've always used my xiaomi account since 2015 to unlock all my devices. This morning I received my Redmi Note 7 and MiUnlock says that I have to wait 360 hours to unlock my device.
Is this a problem or xiaomi changed the rule? I have never waited.

my account active since 2010 and recently i unlocked redmi note 6pro without waiting and now with note 7 i have to wait 360 hours. what the rule Xiaomi use and what the concept? i wish someone can answer us
