Installing new roms

Hi - I'm new to this so bear with me please. I have installed eu rom 10.0.9.0 on my Mi8 (Dipper). Will it now automatically update as new versions of the rom are released or do I have to install the new rom each time and rebuild my phone?
Also, it says in the rom list that dipper runs android 9 but im still on 8. How do i install v9 please?

I also want to know if we will receive updates of rom via OTA or have to flash again the new rom release.
If we have to flash the new rom, its necesary to wipe data? Can we do it via updater app or only TWRP?
Please, answer becaue not everybody is expert in this.

EDIT: Also, is it only me that keeps getting this error message when trying to download the latest update?
