Does anyone know why version 12.5.1.0 for the Note9 Pro EU was not released? And can it be expected to be soon ?

I just downloaded the latest version of the xiaomi mi scanner app,but when I try to install it I get this error: "Can't install system applications from unofficial channels" :-( What to do ?
