Unlocked bootloader still can't downgrade

As the tittle says , i've unlocked Bootloader in developer options next to OEM unlocking it says "Bootloader is already unlocked" and next to Mi Unlock satatus it says "UNLOCKED" and i still can't downgrade to 10.3.3 from 10.4.1 , it says can't veryfi file , what is the problem then?
