    if you ahve xiaomi.eu rom you already have bootloader unlocked unless you have received with a fake rom. in that case unlock bootloader with the request code as @SpaceConq said to you and then flash twrp and follow my steps that i had told you before

    which rom are you using? maybe it is a fake one, my aunt's xiaomi mi4s has none of this problems. if you are using an original rom did you tried a factory reset?

    unlock bootloader: request the unlock code then you will be able to unlock it. thyen with mi flash program you can install original rom and then you can install what you want.
