Ask Xiaomi at en.miui.com This Dev Team works with Firmwares released by Xiaomi.

For issues with official Xiaomi firmwares you can ask in en.miui.com If you have a specific problem with a Xiaomi.EU build then you can search for a thread of similar issues in the device specific sections or open a new thread in the device specific section.

For the Redmi Note 4 ROM check first post. For battery and performance you should ask in the device specific section or search if someone has already said something about your device with this version.

The real problem is relying on CPU-Z for that kind of information. If you wanna check your bootloader status use fastboot shell commands. Otherwise this is not an issue of any kind. I don't understand what is wrong with your phone...

IF you are a Xiaomi Beta Tester you have access to Global Dev Nougat, otherwise you are stuck at the start of December 2016 with Marshmallow (which had no working VoLTE except for JIO provider network)

Ask en.miui.com Here devs work with Xiaomi ROM, if Xiaomi does not publish rom they cannot develop it from scratch.
