In TWRP use 'FORMAT DATA' to format the data(in WIPE menu).Do it 2 times,(sometimes it needs 2 times) Then install again

One of the most important rules!!! Changing from STABLE to Developer(newer) you just have to wipe cache/dalvik if it's the same Android(6,7,8)!!! Changing from Developer to Stable you MUST wipe system/data/cache/dalvik!!! Changing to another Android version you MUST format data,not only wipe...

From developer to stable(because developer is 9.6 and stable is 9.5)!!! Wipe dalvik/cache/system/data If the system(rom) is newer,you can dirty flash(wipe cache/dalvik only)
