Of course it's safe. Xiaomi.eu is debloated and functional, unlocked. That version (7.1) , as far as i used it, has a bug in music player (not finding any song). I suggest you waiting for new stable, 7.2, its rolling out just now. Read comment in related post to be sure it's bugfree.

I think there is some problem also with Stable Rom. I tried again and i can connect to my home wifi (wpa2) just via static ip. Mi 4c stable 7.2.

I think this hardware bug is relate to just few lots of display. Check your models, contact resellers for warranty or en.xiaomi.com to have support. You cannot hope to fix your touch issue with an update cause it's hardware issue just for few users luckily.

With Twrp 2.8.7.3 TS (team superluminal) i have no issues. Instant working touch screen and no reboots. I have just checked.
