This was happened to my Mi3 to,but I was able to enter in fastboot,flashing with miflash was ok,but was in bootloop because battery was, let's say ,semi broken.Changing the battery solved problem.

After install twice 5.12.17 install via updater 6.1.21 wich is first mm rom,it will install mi recovery,then install 6.2.25 wich will install again twrp.After 6.2.25 the xiaomi.eu Roms can been installed only from twrp,After 6.2.25 install latest ROM with full wipes from twrp recovery.

Same to me.I flashed 5.12.11 with full wipes,from twrp directly on merged partitions,without any issues.Waiting one build without battery drain.

Update first to 6.2.25,which will install twrp recovery(read 6.2.25 topic),then you can install latest update.

You can't flash eu roms in miflash. Just download the rom with your phone and via updater select the rom.

Directly the 6.2.25 rom, which will install also twrp.
