It might be something on your phone... On my Mi 9 used 11% in 9 hours during the night, with no usage. I find that very acceptable.

9.8.29 didn't fix this issue, at least not for me. I still haven't been able to find out, if this issue is related to all Android 10 betas.

For me it started last Saturday when I flashed 9.8.22. I came from Global ROM (Android 9) where the location history worked fine.

I have the same problem on my Mi9. Not sure if it's a problem with this ROM or related to Android 10. When I go to Google Maps -> Your Timeline -> Settings and privacy, then "Location History is off". And if I try to click on it to enable it, nothing happens.
