Did you flash China dev ROM in EDL or fastboot mode? What version of MiFlash did you use? Do you see your phone in device manager?

No! You have to flash your phone in EDL mode using MiFlash tool. There are lots of tutorials on the forum.

Almost all xoaomi.eu ROMs are based on china ROMs. The only one exception is ROM for Redmi Note 3 Special Edition (kate), which is based on global ROM, because there is no china ROM.

Do you have 100 points in Security check-up? What is your user rank on en.miui.com forum? What have you written as a reason of unlocking? Something original or just copied-pasted?

There is no need to try to unlock bootloader again, if you already have xiaomi.eu ROM installed, just flash SuperSU in TWRP.

Flash fastboot ROM in EDL mode as dump9x wrote, or flash recovery ROM in recovery mode. Find tread "Who Has Redmi 4 Pro From Gearbest?" on 3rd page there is cool video how to do it.

Just be patient, usually it takes couple of days, maybe a week.

Great news! Thanks for sharing the video. EDIT: Now I wonder which method is safer: 1. Flashing fastboot ROM using XiaoMiFlash BETA in EDL mode or 2. Flashing recovery ROM using Chinese version of Mi PC Suite in recovery mode.
