Have you tried the ADB drivers? Don't know how it is on Windows, 'cause I'm a Linux guy. Have you checked the MTP in TWRP settings?

Which TWRP are you using? In the 2.8.7 one, the MTP does NOT work. Try to flash it and then check.

I did a full wipe via twrp, installed 6.4.7 ROM and the bug is gone now.

Do NOT reccomend for latte. Android OS is eating bettery like crazy. Only 50 minutes SOT for almost 30% of battery.

As some of the users wrote in the last week's topic - I've installed stable first and then installed Google Play services as described here:http://en.miui.com/thread-216576-1-1.html. Later downgraded via Updater to 5.12.24, rooted, installed TWRP and then flashed xiaomi.eu rom, wiping only data...

Flashed on latte with 6.3.17 + working google services. Seems to be working fine, but still no themes(no miui icons for downloaded apps), no control panel app, etc.
