    My understanding is that you would need to go back to a stock Chinese ROM, and then either use it or unlock the bootloader to install a ROM. But I don't know the process, and unlocking a Chinese HyperOS device seems very complicated nowadays.

    1) The original goal is to make Chinese models usable in Europe. 2) It is not a universal solution, chinese model users would then have the same issue 3) There is no guarantee for the developers that the ROM with modified modem.img would work all the time, unless they own the model and do manual...

    I don't know the reason, but if they had to keep up with the TWRP versions for 40+ supported devices, and now with risks for the end user... I would not call it "slightly more work".
