If you use the app Flashify, you can do this by yourself. Sort of.

If you looks at the official MIUI forum (http://en.miui.com/forum.php) you can find the changelogs. For the Xiaomi.eu ROM there are usually less changes on top of that as they put the same modifications on every update.

For me, the MIUI battery savings work way better than in previous versions. Apps don't close as quick, the phone feels less sluggish and notifications work. So with such little disadvantages it would be a no brainer to get extra battery life.

Could be that the phone is throttling, if you have a well insulating case or live in a hot country. In benchmarks the SOC will almost always throttle after a bunch of seconds, so the scores wouldn't be impacted that much.
