Since Xiaomi did not announce that unlocking permissions are no longer granted, nor do they disclose the size of that "quota", it's safe to call this a deceitful practice, and even potentially illegal...

If your bootloader is locked then the answer is 'no' for both questions.

Your reasons don't make any difference. If you lock the bootloader with an unofficial ROM installed, your phone will be hard bricked.
