as far as I understood if it shows that it is on slot b then you should run the command "fastboot set_active a"

I just checked now while the device is still locked when I type "fastboot getvar current-slot" command it says "current-slot: a". Does that mean I don't have to run the command "fastboot set_active a" ?

As far as I know when you go to update through OTA it always takes you to TWRP to flash it, so my guess is it won't work until they don't release TWRP for Mi 11
