Solution for 1: No enough with clear cache and data of okay store itself you need to do it with an app call downloads. Don't go so easily to a wipe data, much times the solution is easier!!

Notifications bug fixed means that there was a bug (no notifications) and now is solved. But that doesnt mean new notifications at all
