Xiaomi Mi 11 stuck on MIUI 13.0.8 , and cant unlock bootlaoder.

Hi! I have a Mi11 , its on MIUI 13.0.8 , it wont find any updates even if i change regions. Theres a developer option to unlock bootloader but that dosnt work so cant install roms on the phone. Anyone could help me?
